The Outlook problems just follow me :)

I have the following problem , some of my associates configured the email for users during the migration incorrectly .

When I log in as local admin of the pc , I can see that the e-mail has been configured for the user , however when I log in as a user I only see the "Deliver new e-mail to " in outlook as Personal Folder . When I try and change the email account as to connect to a MS Exchange Server it says - "You cannot add a Microsoft Exchange account to the profile , while Outlook is running , Use Mail In Control Panel"

The problem is that the gpo here does not permit users using the control panel . Is there any way to get past this ?

I've tried everything in my power , and unfortunately this is a serious error , so can anyone advise me on what to do ?

Might make the user part of the admin group->make changes->remove user from admin group.
