Hi windfallangel, and welcome to the Board.
I assume that you are refering to the USB portable HDTV Tuner.Did you first install the Vista Drivers off the CD that comes with the unit. In the System requirements it does not revere to Windows 2K Windows 2000 SP4 was the last version of Windows before XP and in the requirements it lists XP SP2 MCE 2005 and Vista capable.
That leads me to think that the Vista drivers are not installed or not correctly installed for it to recognize your Vista Ultimate.

Hi windfallangel, looks like there is a bigger problem somewhere, but don't give up yet. You might have to go to ground zero so to say start from the bottom searching for inconsistencies.
Are your USB 2 ports working correctly, try plugging in a card reader or something like it to see if it will show up pictures or video. When you say you can not view pictures in e mails that would indicate a video problem and likewise no TV I do use myself a USB HDTV and I have a great picture on only a cheap video card but my Monitor is set to DVI.
Are you using a video card or onboard video, when you installed the drivers did you check for Vista drivers, check the manufacturer if there are any newer Vista drivers available, I know this is all a lot of mucking around, but to get to the bottom of it you might just have to unless someone has experienced a identical situation and knows the works for it.
Did you have AV turned off when you installed the drivers, did you install the drivers before connecting the USB device.
Since the PC had been in a workshop you might have to check out a few settings.
Test out the items mentioned and let me know if you have made any progress.
    Regards
