USB speed is a function of motherboard and not of BIOS. Even if you upgrade your BIOS, you are not going to get USB 2.0 if your motherboard does not supports it.

There could be 8 USB ports on your board but only 5 may be connected.

USB2 drivers are on your XP SP2 and SP3 update.

Enhanced controller means that the 2.0 drivers are present, but it does not mean they are working correctly. In Device Manager -> Universal Serial Bus Controllers you can select all the listings and uninstall them, they will be automatically reinstalled when you reboot.

Look up the website for motherboard (system) and find any updates for the chipset drivers.

    In addition to mattman's post,

If you're struggling to find the manufacturer's website then read the instructionsw below and we'll try to assist.

To identify your motherboard please download CPU-Z and save it to your Desktop. Unzip and run cpuz.exe.

Select the Mainboard tab and post the details in the Manufacturer and Model fields.

Sorry, there's not a lot of support for that mainboard on the manufacturers website (read zero), only thing I can suggest is you contact the manufacturers online support and ask for assistance.
