NMS open relay

By default Netscape Messaging Server comes out of box with an open relay. I need to close it and pass the ORDB relay test. Most of the suggestions I have found mention that their procedures will close the relay, but not pass an OR test. I have put many hours into resolving this problem. NMS shows nothing to let you know if the relay is even closed. My server is still being SPAMMED so I know the fixes have not worked. Any help?
