i need a free media converter/encoder [to Mp4]

    Hi im looking for a free program that can convert movie files into MP4 format and that can also allow me to change the specifications i.e height x length, bit rate and sound codecs etc i also wondered what how i can reduce the size of the files without loosing too much quality as the files or for a portable device ( a psp).
