    Alright, I am having issues.
This is my ipconfig /all (This is when I disabled my wireless card and just had RJ45 connected)
    Windows IP Configuration

    Host Name . . . . . . . . . . . . : Owner
    Primary Dns Suffix . . . . . . . :
    Node Type . . . . . . . . . . . . : Mixed
    IP Routing Enabled. . . . . . . . : No
    WINS Proxy Enabled. . . . . . . . : No

    Ethernet adapter Local Area Connection:

    Connection-specific DNS Suffix . :
    Description . . . . . . . . . . . : VIA Rhine II Fast Ethernet Adapter
    Physical Address. . . . . . . . . : 00-11-2F-19-F3-74
    Dhcp Enabled. . . . . . . . . . . : Yes
    Autoconfiguration Enabled . . . . : Yes
    IP Address. . . . . . . . . . . . : 0.0.0.0
    Subnet Mask . . . . . . . . . . . : 0.0.0.0
    Default Gateway . . . . . . . . . :
    DHCP Server . . . . . . . . . . . : 0.0.0.0

    Computer is a Compaq Presario-SR1135CL.

I tried to connect with two different wireless cards at first.
A RangeMax WPN311 and a D-Link WDA-2320, both were able to see the Router (Belkin-F5D9230-4 v5111) but it has no IP addressed.

So I tried to do a Repair and it said "The following steps of the repair operation failed:Renewing the IP address. Refreshing all DHCP leases and re-reagistering DNS names."

So then I tried to wire connect to the PC and it does the same thing, says it is connected but there are no IP addresses assigned.

When I did a release and renew. Renew said
    "C:\Documents and Settings\Owner>ipconfig /renew

    Windows IP Configuration

An error occurred while renewing interface Local Area Connection : The system cannot find the file specified. "

    Address space: 172.16.0.0/28

Any body have any ideas on what steps I can do?

Have you checked that the DHCP service is running on the router?

Check your documentation as it should give you the default IP address of the router (it is usually either 192.168.0.1 or 192.168.1.1 but can be something else). Set your IP address a the same but with a different last octet (segment of the address - needs to be between 1 and 254). So if the manual says the address is usually 192.168.0.1, set your computer's address to 192.168.0.2. You are usually fine with a mask of 255.255.255.0. Don't worry about any other settings.

Once you set the address of your PC manually, fire it up and then open a browser window. In the address box enter "http://192.168.0.1" or the address of the IP router if different. That should then give you access to the router - again the manual should tell you how to log in.

Once you are connected into the router you should be able to check the admin pages to see if the DHCP service is running on the router.

This does assume your router is still at the default IP address. If you've moved it you will need to put in the addresses that match your setting. If you can't remember what the address was, the simplest solution is probably to reset the router to factory defaults. Again the manual should tell you how to do this. You will need to re-enter your ISP settings as this action will wipe the settings.
