    1) I have set Terminal Services to DISABLE, yet every time I reboot my system.....it's automatically re-started and the setting has been changed to "Manual. "

Is there a way to permanently disable this service?

UPDATE: I managed to disable this service by also turing it off/disable in the hardware profile (properties > log on tab) location.

    2) I've noticed that the infocard.exe service (when it randomly starts) is causing major system slowdown and freezes IE7. The service is under Windows Cardspace in XP. I previously had it under the MANUAL setting.

Is it SAFE to disable this service?

I've read elsewhere that it's best to disable this service (safety precaution) if you don't use remote access and file sharing (which I don't).

If you disable the service and you reboot the computer and Windows is automatically restarting the service even though you had it set to disabled chances are that windows will need the service. Its your call though if you want to keep trying to disable this service. Also there are many other services that you should disable for security purposes, http://www.blackviper.com/WinXP/servicecfg.htm.
