New HD, so basically a new system, and the wireless mouse (software installed) will not hold it's speed setting (Control Panel > Mouse > Pointer Options > Pointer Speed). Set the speed and upon reboot the setting is back to neutral (mid point).
It was suggested I hook up a wired mouse, and as long as it was attached the problem was solved, but that's not really a fix. Now what?

    Which OS are you using?
What is the make and model number of the mouse?

Assuming mouse software installed properly ....
When mouse is NOT working, check how many running processes are listed in Task manager.
NOW using your mouse software, reset mouse speed.
    Verify mouse speed has improved.
Now go back into Task Manager and check to see if more / a new process is running. If yes, your problem is the required mouse process is NOT auto-starting when you powerup computer.
If NO new process is running (but in may be hidden in svchost.exe batch runs, but I think that is reserved for OS processes?), I would suggest uninstalling mouse software, reboot and reinstall mouse software.

I just reinstalled the software and went through the setup. Everything appears fine. I think what happened was I skipped the setup process after installing the software last time. My bad!
I'll post again after a reboot. (This will be in a few days, since I lose my internet for hours after ea reboot.)
