My neighbor was doing a System Restore and during the operation he somehow interrupted it. Said he had to fill in some data??

Now he has lost programs and data. lost his dual monitor capability, even lost a file from Outlook Express which I found with a undelete program. After I restored it to OE the program ran, but from the beginning, wanted us to set up from scratch.

The restore points only go back to where the problem occured

Tried from Safe Mode but same result.

Any thoughts or has anyone else ran into this?

I would probably do a fresh install after backing up whatever I could. No telling what else is wrong...Only other option is to reinstall the missing programs etc.

Could you try an earlier restore point ? May or may not work.
