I had 3 updates listed on microsoft update site. (XP SP3 Hm edition)
    kb890830
    kb951748
    kb951978

I could not get them to install, they just hung with the preparing to download message. I went to the cataologe site and downloaded and installed
    kb951748 and kb951978

Wanting to resolve this issue I did not download and install the malicious removal tool kb890830. I tried the microsoft update site initially and got a failed update error 0x80246008

How do I go about trouble shooting this problem? I found this article but it's an old article, and surely there is an easier way of trouble shooting this issue.

No, not yet. I was hoping there was a simple solution to this problem.

Do I start at Verify that BITS is correctly configured under heading resolution, or do I start at trouble shooting steps? Or further down at
Microsoft Windows Server 2003 and Microsoft Windows XP?

Error shown at m.update site is 0x80246008

Well, looks like your BITS is the problem (as I suspected), use the software that mickzer pointed out to repair BITS.

Do I have what I need checked in both of these windows? Do I need to flush sofware distribution? Can I say yes to preserving the WU history? Or will that affect the fixing of WU?

    Hi Alicia

No, no need to flush sofware distribution.

Check all boxes on the screen (clear any restrictions if it shows any)
    Then click GO!

When the entire page is finished click the HammerHead at bottom to go to the second DAF page.

    Here do the below

    Reinstall BITS

Watch for any File not found or other errors and make note as this may lead to the fix!

    Reboot retest!

    Mike

Do you guys think I should just install the update manually. Is D/L and installing the KB 890830 Malicious software removal tool different than doing it from M.Updae site. Seems to me I read that it is different, somewhere.
The yellow notification shield is getting very irritating.

I would like to resolve this issue however. I suspect it will keep happening otherwise?

I'm short on time and may not have understood your problem. I had, on one or two computers, successful installations of the updates but the yellow shield refused to go away with KB890830 still "lingering ". I did the installation from CD (downloaded updates). I resolved the issue by disabling Windows Automatic Updates, restarting the computer and reenabling WAU ( "notify but do nothing else ").

The Microsoft update site shows failed with error code 0 x 80246008

The event viewer shows error code 7023 Event Type: Error

The Background Intelligent Transfer Service service terminated with the following error:
The system cannot find the file specified.

For more information, see Help and Support Center at Events and Errors Message Center: Basic Search.

In services I checked BIT, it is set to manual (setting to automatic doesn't make a difference). Re installation of BITs with Dial a Fix didn't help.

If I go into BIT service and try to R-click and Start I get the following error:

    View attachment BITs.zip

On this page You may receive an error message that contains the "0x8DDD0018" code or the "0x80246008" code when you try to download updates from the Microsoft Windows Update Web site or from the Microsoft Update Web site

I went down the page to here:

Windows could not start the Background Intelligent Transfer service on the local computer. For more information, review the system event log. If this is a non-Microsoft service, contact the service vendor and refer to service-specific error code 2147942487. (0x80070057)
This error indicates that the Windows HTTP proxy settings are invalid. To resolve this problem, remove the HTTP proxy settings. To do this, follow these steps:1. Click Start, click Run, type cmd, and then click OK.
    2. Type Proxycfg.exe, and then press ENTER.

The current proxy settings are displayed.
    3. Type Proxycfg "“d, and then press ENTER to remove the proxy settings.
    4. Click Start, click Run, type services.msc, and then click OK.
    5. Double-click Background Intelligent Transfer Service.
    6. In the General tab, click Start.

I have nothing set for Proxy.

Not sure what else applies to me with respect to error code 0 x 80246008

Hi, try running this command from a command window (Start > Run > CMD): sc query bits and post the result here.

    Hi Alicia

I think BITS is actually OK but is failing because of a dependency.

BITS depends on Remote Procedure Call (RPC).

Does BITS run until you try the update or stop only after you try the download?

    Do the below

    Start-Run
    type
    Services.msc
    Enter or click OK

If BITS is not running then click Start. Does it actually start or try and fail?

Set it to Sart Automatically for now in any case.

Click Dependencies you should see at least Remote Procedure Call (RPC).

Now go to the Remote Procedure Call (RPC) (not RPC Locator) service, is it running? If not try to start if it will not start check its dependencies.

    Let us know about that!

mickzer advised Dial-a-fix did you run more than the Fix windows updates?

    If not do the below:

    Run DAF

Check all boxes on the screen (clear any restrictions if it shows any)
    Then click GO!

When the entire page is finished click the HammerHead at bottom to go to the second DAF page.

Here 1 at a time do the below

    Reinstall BITS
    Repair Permissions
    Reinstall Automatic Updates Service
    Reinstall WMI/WBEM

Watch for any File not found or other errors and make note as this may lead to the fix!

    Reboot retest!

    Mike

Mike BITS is set to manual but the service shows as stopped. When I try to start it I get this : TryingtostartBITS.jpg

I will change it to automatic.

When I got the yellow notification that updates are available (I have it set to notify me only) if I click on download it just hangs and then says failed. If I go to microsoft update site, scan, pick updates using custom, then it gets stuck at preparing to download, and then I get a message that it failed with error 0 x 80246008 event error 7023

Okay the RPC is running and set to automatic. It has a whole list of dependencies, one being BITS. Some of the dependencies listed are disabled. Is this a problem?

I ran dial a fix as per your instructions a week ago:
    Hi Alicia

No, no need to flush sofware distribution.

Check all boxes on the screen (clear any restrictions if it shows any)
    Then click GO!

When the entire page is finished click the HammerHead at bottom to go to the second DAF page.

    -------------------------------------------------------------

Should I redo it The DAF? If I want to retest again, I'll have to uninstall an update to test. The yellow notification was driving me nuts and I ran the malicious software tool from the website a day or two ago. Is there a way to undo that?

Okay Mike. I ran it the way you described above. It asked me to reboot for some changes to take effect. I said no so I could finish the list.

I got the following when trying to repair permissions :
    Errorrepair permissions.jpg

It also couldn't find a file needed C:\WINDOWS\system32\wbem
called ncprov.mof (I think) I did a browse and then it kept running.

    Try this:

    1. Click Start > Run, type the following command, and then click OK:

      %windir%\System32\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\inf\qmgr.inf

    2. If you are prompted to insert your operating system CD, type the following path in the Copy files from box, and then click OK:

      %windir%\ServicePackFiles\i386
