Go to START > RUN > and type %USERPROFILE%\sendto and click OK.

You should see several shortcuts listed there. One of them should be named Desktop As Shortcut.

If it is not there, you can create it. Right click the open screen and select New > Text Document. Name the file Desktop As Shortcut.desklink (ignore the warning message) and close out of that folder. That should get your right-click option back unless there is some problem with your shell32.dll registration.
Edit: I was typing too long and Pete came up with a solution that does all the work for you. Either way, you should be good to go now.

Those aren't standard for XP so you'll need to create your own.

Go to START > RUN > and type %USERPROFILE%\sendto and click OK.

Right click the open screen area and select New > Shortcut > and type C:\ into the target field and click Next. Change the name as you see fit. Repeat for each other drive target desired.
