html in outlook 2003 email

Hey Guys
I am trying to add a html file to an email that I am sending out. I have researched a lot but so far have had no luck on successfully sending it. I have the html file done and have addressed the images right, but when I go to send my message I do insert file and then put in the html file but it always sends as an attachment, the attachment views the right way, but I don't want it as an attachment because you have to click on it to get the file I just want it to show up in the email. Can anybody help me with how I can make this happen?

yeah I just tried the copy and paste, problem is it loses the background and loses styles. I posted the html file up at our website, if anybody else has any good ideas

Open the web page in word then use word to email it

 

Ok, I tried using word. The document opens perfect in word and then I did a send to to test it out and in the email it came to me with the images, but they were all overlapping and out of place and there was no background. Any other thoughts, I feel like I am close just not quite there.

I just upgraded to outlook 2007 and I got the email to send in the appropriate form with the images and such, but I cannot get the background to show, I tried sending it with just a background color and I tried sending it with a background image and neither one shows up in web based emails.
