MS Windows installer 3.1

I am restoring a Thinkpad T42p running W XP SP2 after a hard disk failure. New Hard and re installed Windows XP SP2. Actiavate and shows as Genuine with MS verification tool.

The system will not install MS Windows Installer 3.1 V2. It keeps showing as update but will not install - give no error code. I did XP re install - same problem.

Can't find anything useful on MS website. Tried cleanup tool but no difference.
