What is the history behind the problem?

    Is this a new build?
Or has the pc worked fine for a long time?
Did you make ANY Type of change to the pc prior to this issues starting?

I remember once having this problem when I left a card in a card reader and once when I had a broken Freecom external hard drive connected to a usb port.

Can we be clear as to what you mean by....
Do you literally mean a memory card as in Compact Flash, SD card, etc as used, for example in digital cameras or do you mean memory module as in computer memory - RAM which fits into the motherboard ?

I left a digital camera CF card in an external mediaGear usb2 card reader when I shut down the pc. The next time I tried to boot it would get so far and not go further. Sorry I did not make it more clear.
