PC Angel Partition Troubles..

Im using a E-System 3083, old i know, and i recently started getting a BSOD every few minutes saying irql not less than or equal. Im pretty sure its bad ram, but i put in my recovery disk (made using pc angel when i first got the laptop) as i have done before and chose to full reformat with a partition and install os again. i have done this a couple of times and worked ok.

This time, it got to arund 14/15% and froze and couldnt copy some files. It gave me the option to retry or abort after retrying a few times i aborted and decided to reformat using dos, took the disk out tried turning back on to get to desktop but it keeps loading up the pc angel screen and needs to finish the partition but wont cause of it keep freezing at 15%.

Is there any way i can format the HDD fully and install windows 98 for now, without having access to anything.

Thanks mickzer, Downloaded it and run it but after it still wanted to re install the oem os. Is there another programe out there that will delete the oem as well as everything else.
