Is it necessary to turn off a laptop when going from ethernet to wireless and vice versa?

Nope. I sometimes have both connected at the same time and it still doesn't matter. Now windows 98 probably so. :p

I have seen instances where the wireless drivers don't restart properly if you pull out a wireless PCMCIA card and then put it back in.

The best solution is to leave them both running and make sure your binding order is correct so that when the wire is connected, traffic goes over that rather than the wireless connection.

Forgot to mention I'm using my laptops internal WiFi. So far both wireless and ethernet connections are great.
