    Hello,
When I turn on my pc windows starts up until I get to the desktop screen then does a "groundhog" and keeps on restarting. I have started it in safe mode ok without the constant restarts.I have cleaned the inside of my pc. I cannot go to system restore in safe mode and pc does not stay live long enough to do it in a normal boot.

I assume you were logged on as Administrator or with Administrative rights.

Have you added any software/hardware recently which might have triggered this behaviour? As System Restore wil not run from the Command Prompt the problem may be more deep seated.
Would you translate that for someone from across the pond :) An understanding of this may be helpful in deciding the next step.

Do you see a blue screen before the restart? If so go - in Safe Mode - Control Panel > System > Advanced > Startup and Recovery > Settings and uncheck Automatically restart on System Failure.

If you see the blue screen note down the stop error message and any file referenced and post the details here.

    Hello there,
Thanks for your response. In answer to your question, when I boot up all is normal ie. no blue screens etc. Normal that is until my desktop shows for 30 seconds then pc reboots. One excepton i have noticed is that the cooling fans do not stop in between restarts.
    thanks again....

    Have you done this?
I would not expect them to stop/start on a restart - normal boot yes.
