The SystemWorks should certainly be in Add/Remove, possibly under Symantec.
Try reinstalling the program and looking for an uninstall shortcut (possibly in Start--> Programs). It is possible Norton renamed the defrag to use its own.
If you don't want to reinstall (the best idea to insure a thorough uninstall), then search for "defrag" to see if it has had a different file-ending added and rename it to .exe.

But if you removed the folder, you can't do a normal removal.

Check the symantec site for an exe they have (the name escapes me) that will remove all remaining traces of their app.

Or if you have a restore point from before you put system works on, you could go back to that.
