I tried to google this but it's hard to find. What's happening is sometimes when I login to my other computer via Remote Desktop Connection, the target system I'm logging into will start behaving as if the windows key is always pressed.

For example, if I'm logged into another system and type the letter 'e', then a windows explorer window comes up. Likewise for all the other letters: their behavior will correspond to the windows shortcut keystroke.

What causes this and what can I disable? I had this problem once before and fixed it a while ago but now it's back. I thought it had something to do with the Utility Manager or some inherent windows Text-to-Speech type app but I can't remember for sure.

Both systems are Win XP SP2, behavior is random and returns even after rebooting both target and main system.

It seems the only solution is to reboot the client machine that I am attempting to RDC into. I was hoping there is a "clear cache" or ram to get rid of that weird toggling, without having to restart it.

This is only what I would look into.

Does your system have any software (or use special drivers) for the keyboard? This may be along the lines of the "utility manager" you mentioned.

There is a registry key which may not be having the right affect.

I cannot find information on how it is "toggled ". Whether the hotfix may be relevant I will leave up to you.
