Where are you finding the Internet Options? In IE?

Sounds like Thunderbird has taken over some file associations .....

For each file type which currently opens in Thunderbird check out the file association via Windows Explorer > Tools > Folder Options > File Types.

Post some examples of the attachment file extensions which open in Thunderbird. The file extension is the three letter group which follows the file title .....

    Image.jpg
    Letter.doc
    Sound .wav ......

Another thing to try. Before you open the attachment, right click on it and save as and choose where to save it. Then go find it and right click and choose Open with and choose something there. Choose OE if it is a choice or you can find it by browsing choose program.

    In Windows Explorer go ....

Tools > Folder Options > File Types and scroll down to .eml and click on it(screenshot). What does is say against 'Opens with' ?

If it says Thunderbird as opposed to Outlook Express hit Change and select Outlook Express (screenshot)

BTW I run XP in Classic mode so the dialogue boxes you see may be in a different style/colour.

Thanks for posting back. Glad it worked out. This always helps in case somebody else has the same problem and does a search and sees this or any results that work.
Just send me half of what they wanted. You can do the same thing for any attachment. The program that is associated with it to open can be changed at anytime by doing what I posted above.
