Can't delete a dos file

I downloaded a file from a p2p application and now I can not delete it.
The file (adobe photoshop 8 cs me__no serial need_( al-lord ) zip.exe) is a msdos file. when I try to delete or move it I get the following error message: "Cannot delete adobe photoshop 8 cs me__no serial need_( al-lord ) zip.exe. It is being used by another person or program. Close any programs that might be using the file and try again." I have used the task manager to quit all applications and all processes that are not necessary for windows home edition to work and still get the same message. Oh by the way I am running a pc with a 0 or striped raid and windows xp home and cannot get into safe mode. Any help would be greatly appreciated.
