Is this just the way explorer works or is there a fix?

Problem: When you sort by date modified, folders show a date modified date that is inconsistent with the folders within.

Example: right now, I have a folder that contains several sub-folders. The parent folder shows a modified date of 9/2/07, yet several folders inside the parent show modified dates of 11/3/07 and some as recent as 12/2/07, but when I sort the parents, the folder containing the recently modified child folders shows a modify date of 9/2/07.

Shouldn't the folders show a modified date which is the most recent (if sorted ascending) modified date of one of it's sub-folders?
