When I go to Start > Run and type Cmd I get a window that has the button for resizing as a full size window. When I click this button the dos window does not fully expand to a full size window. How do I get the desired results?

I doubt you will like this effect because the entire screen becomes the command window, but here it is.

Right click in the top left corner of the command window and select Properties
    Select the options tab
Select Window or Full Screen in Display Options
    Click OK
You have the option to either make the change just for the current session of for all future sessions. Make your choice and click OK

Pressing Alt+Enter while the command window is active will toggle between full screen and window mode.
