Microsoft Windows Installer 3.1 wont install

Recently I changed my motherboard due to the old one failing.
I followed the instructions for re-installing Windows XP when a motherboard is changed and everything is working correctly EXCEPT for one thing.
I have automatic (Windows) updates set to "notify me when they are ready ".
I have had quite a few updates notified to me including "Microsoft Windows Installer 3.1" which has the tick greyed out to ensure that it is downloaded.
ALL updates download and all updates install EXCEPT for "Microsoft Windows Installer 3.1 ". Each time I download it and then (express) install it, it results in a error "the following updates were not installed" and this repeats over and over.
I have the latest updates for AVG (anti virus software) installed.
How can I either turn this update off or install in?

Try removing the Windows installer using add/remove programs. If that does not work Try this: http://tinyurl.com/5ulzp
Then re-install it.

Windows installer is NOT listed under add/remove programs so I downloaded http://tinyurl.com/5ulzp and run it. Problem is that my initial problem has still not been fixed.
Where to now?
Can I tweak the registry - I am not afraid of editing it.
