I can't tell you why disk checking may or may not run after a hard power down as you described. My own computer sometimes will and other times won't. If you want to verify disk checking works, open My Computer and right click on Local Disk C: then select Properties. Select the Tools tab then click Check Now in the error-checking section. You should be offered to schedule a disk check the next time the computer starts. Select Yes and then restart the computer.
