I left double click brings up my printer options and if I right mouse it gives me the options to print or send to , cut , paste, don' give me a option to open at all.

Have you tried Steve's suggestion of deleting the shortcut and remaking it?

Do your other desktop icons behave as expected?

May I ask exactly how you are making thse shortcuts?

Are you copying from the Address bar, then going to the desktop, right click > New > Shortcut and pasting the address into the dialogue box, or ....

Selecting the URL from the Favourites dropdown list in the menu bar in IE, right clicking and selecting Send to > Desktop as shortcut. or ....

    ??

I followed your method from Firefox - the URL opens in Internet Explorer for me as it is the default browser.

What do you see if you right click the shortcut > Properties? See screenshot.

Maybe something is going wrong with the path in "properties" like PeteC illustrated. Check the properties of your shortcut, and post the path you see there.
