WINDOWS INSTALLER COULD NOT BE ACCESSED... on installing a program

    Hi:
    I am getting a windows installer could not be accessed. This could occur if you are running windows in safe mode... ect ect

    this is happenning when I am trying to install programs.

    my system crashed and the computer was reformated and a fresh install

    I installed most of my software but now is giving me this error.

    I tried some fixes on the web and even reinstalling the windows installer but nothing helps...

    do you know a fix to this???

    well ... I tried the first option you gave me before writing here.

    the other is the cleanup program. i download it but dont know for sure what would it do. Will it uninstall the windows installer and office programs I have? then what? can I install the installer again from some download site?

    I reinstalled the windows installer before but without running the cleanup first.

    Is this what I have to do?

    The clean up utility does not uninstall anything, it removes the reference to an installed software program in the windows installer registry Keys, as if it wasn't installed. Any of the programs files in question are still there on the drive. It's purpose is to enable you to install something that had a problem during a previous installation process, repair a program installation that was damaged by using an aggressive registry cleaner, damage caused by a bad system crash, etc.
    It only removes what you choose to remove with it, it doesn't run willy nilly on your system.
    In other words, use it remove the program listing that you were trying to install.

    well. it seems that the same problem I have installing things doesnt allow me to install the cleaner.... so back to square 1.

    any other options?

    A few possibilities come to mind ....

    Assuming that you are logged on with administrative rights your profile may be corrupted.

    Have you considered a System Restore to a point prior to this problem?

    The other possibility is a repair install of Windows.

    Hi

    It has been less than a week that someone reformatted and re install xp here.

    when installing the computer frozed so we restarted and restart the installation... I think that the integrity of that installation was somewhat affected by this situation.

    I do not know to do a repair, but if you tell me how Ill try it.

    I do not have a system restore point for this computer as it was just reformatted...

    other issues arising are:

    RPC server is unavailable... ( a message shown when trying to instal TWAIN software for my scanner which used to work before the reformat)

    I cannot use SEND TO: MAIL RECEPIENT when I right click on a file to email it. It asks for image size as always but not open any new mail windows. It does nothing after that.

    I cannot send email directly from ACROBAT (I could before without problems) Now it gives a: AN ERROR OCCURRED WHEN SENDING EMAIL message.

    The Microsoft Clip Organizer doenst work properly

    and of course I cannot install any new software on the computer

    I think that the whole system has something wrong...maybe that situation when it froze in the middle of the installation ******* up the sistem

    please advice

    It is worrying that the computer froze during a fresh install. What was the reason for the re-installation? - this may have some bearing on the freeze and on your current problems.

    Perform a Repair Installation

    the sistem crashed. I was unable to load windows because the opreating system corrupted.. something about a HAL.dll file missing or corrupted.

    someone came and fdisked the HD and try to do a fresh install but it frozed. so we restarted, went back to the install cd booting and (without reformatting again) installed the system and this time apparently was working but I can see that something went wrong because all this issues
