BootSafe is a simple, standalone interface that makes it easier for inexperienced users to boot their computer into Safe Mode. It does not require you to press any F keys during boot or to use MSCON ...
download and run this file when you want to boot in safe mod

Another way to be sure to get to safe mode.

In system properties Startup and recovery click edit paste the below line below the existing one, make the numbers after rdisk and partition match your existing line.

multi(0)disk(0)rdisk(0)partition(1)\WINDOWS= "Microsoft Windows XP Pro Safe Mode" /safeboot:minimal /sos /bootlog

Set the delay to allow time to select but short enough to not be obnoxious when booting.

While at it add repair console to it also.

    Put Windows CD in drive

    Click Start, click Run
paste the below then replace the x with your cd drive letter
    x:\i386\winnt32.exe /cmdcons

Click OK, follow the instructions on the screen to finish Setup, and then restart your computer.

    Hawkeye,

There are some instances that forcing a Safe Mode boot are not advised. The tool you suggest is not safe in all cases since you cannot change the setting back without entering a Windows session.

    Please see this.

However, The method that jjjones suggests is safe to use in all situations.

    Boot Safe

In view of information supplied in prior post I must
withdraw my suggestion to use this program since
it could result in possible serious problems. To date I
have used it successfully but that does not mean potential
    serious trouble could not happen.
