I dont know if this is the correct place to post this but here goes.

My sister in law has a Dell Photo 964 printer. She put in staples ink carts and they read as empty from the printer although they are new and full.

I searched with google on this and didnt come up with any resolutions for that printer. I'm thinking there has to be a work around for getting past this issue of Dell putting chips in their carts.

    Thanks, John

If the 'aftermarket' cartridges don't have the electronics to measure the ink level, a work around won't be likely.

The new cartridges for printers are getting flimsier and flimsier in an attempt to not make them refillable.
Dell cartridges are predominantly Lexmark ( division of IBM) made under licence.
If you are desperate for a cartridge to refill you can get a matching Lexmark cartridge , pry the cap off the Dell cartridge and use that on the Lexmark cartridge
    Two points :

    - tech support calls of printers not working are often related to 3rd party cartridges
    - Micheal Dell said in an interview in the New York Times that his biggest mistake in business was not to get into printers earlier

take the cartridge back to staples. The girls who work there turn over rapidly . They do not really care.
I wish I could meet women as dumb as some of them

Imagine if Hooters sold computers and office equipment

I have read about procedures to work around the chip issue for some printers but not for her model.

I think what they are doing is sad and a bad business practice. Imagine car makers making engines that only ran on their own gas. Thats just plain f'ed up. I assume other printer makers will follow suit and HP and the other biggies will have chips in theirs if they don't already.

Staples is your first port of call - I cannot imagine that a company of that reputation would sell cartridges which are not recognised by the printer.

Believe it or not they did. They also readily accepted the returned ink carts.
