I was cleaning out my download manager files and this one file said that it was being used by another program and it wouldn't delete.

I then restarted my computer, and then tried it again without using any other applications. When I tried once again to delete it the same message popped up.

Is there anyway to get rid of it?

If you are confident you do not require this file, reboot computer into "Safe Mode" and delete the file.

    Try safe mode
Google the name of the file to make sure that it is not essential before deleting.
Check that is not a component of spyware.
Check properties to see if it is locked
    Try renaming and then delete
Try placing in a subfolder and then try to delete
Check it carefully though before deleting

    File Deletion Problems

First run some spyware scans and remove all they find
adaware and spybot or whatever you prefer
Use at least 2 products with updates

go into safe mode ( on boot up tap f5 or f8)
    go into safe mode
    try deleting
If it will not delete right click > proerties
see if it is read only change the setting

if not try renaming if it some stubbon piece of spyware meant not to be deleted by mere mortals
    Then try to delete
If not create a folder ( right click new folder)
drag the file to be deleted into the folder and try that
