The system checkpoints are available and other restore points but after Windows goes though the motions and reboots it says the restore point isn't available and the changes haven't been made. I have tried it many times on different dates and get the same thing every time.
    Any suggestions? Thanks.

Disable SR and then reinable it. That'll destroy all of the old RP's and hopefully the new ones will start working. The problem is often caused by some corruption in one of the files.

Consider disabling SR permanently and using a good disk imaging software since SR can leave you hanging at times and actually doesn't cover enough bases.

I have found what surferdude2 says to be effective, as have found many viruses hiding in System Restore area in the past, and they can mess up how effective it is.
