I'm trying to install Server 2003 through a Virtual Machine, but the cd is not detected during the boot. I have changed the boot order with the CD ROM first. My question is: how can I make my copy of Server 2003 bootable?

Is it possible you changed BIOS and exited without saving the change? Would try again. Make sure you quit with the option to save changes.

I'm not sure that is going to be the case - poster is using virtual machine, so PC bios shouldn't be a factor.

The standard Windows 2003 installation disk is bootable. I think you have probably missed something in the Virtual PC settings.

Have a look at this guide:

It's not a standard CD, it's a copy. The original CD has been damaged.

That'll explain why its not bootable. You'll need more then to just copy a CD to make it bootable.

What else do I need to make it bootable?
