Windows XP Service Pack 2 removal

I am trying to remove Service Pack 2 for the purpose of reinstalling
Windows XP Pro without reformatting or losing any of my existing data.
Using the Add/Remove in Control Panel, I receive a Sevice Pack 2 error that reads:
Bosnian(Latin,Bosnia and Herzegovina) is selected as the language for standards and formats, or for non-Unicade programs. This language is not supported prior to Windows XP Service Pack 2. Please see readmesp.htm to select a different language.(Read me doesn't show any resolution)
I did reinstall the Service Pack without removing the previous one and the
Regional/Language option shows English.
Only option given is ok and that ends the remove process.

I have also opened a problem with Microsoft and up to this point they have not been able to resolve the problem.

Tried it, shows English.

 

has regional and language--advanced that has options but looking at them i 'm not sure what they can do ?
when did you install sp2 ? will restore get rid of a sp ? F-1 load defaults ?
