Okay, When Windows Setup finishes copying files to the hard disk, Once the system boots for the first time, It immediately restarts, I don't know what's wrong.

I also can't access the FDISK program from the startup disks.

    What am I doing wrong?

Maybe drivers, but since there is a problem with Fdisk it is probably hardware and most likely a loose connection.

Have you worked inside the case recently? If you have added a new drive, check it's jumper settings.

Pull out and reseat all the connectors for the drives (as well as at the motherboard), the RAM modules and the graphics card if it is removable. Use the motherboard manual/User Guide if you need help with those.

Disconnect any added hardware (like PCI cards, USB devices, etc).

Try booting to Safe Mode, there, look in Device Manager for any problem devices, but Windows may be using the wrong drivers for the device or there may be a conflict in the resources (it only shows at normal boot and Windows thinks it "working correctly ").

If the computer originally used a recovery disk for Windows installation and you are trying to install a retail version, you may be out of luck.

Is the CD disk clean and free of scratches?
    Try a boot floppy from
    www.bootdisk.com

If there seems to be problems with the drives, get the HDD manufacturer's utilities to repartition and format the HDD (these may also tell you about problems with settings in the BIOS or drive cables, jumpers, etc)

Maybe you are having a quirky restart. Try this, when you are notified the system is about to reboot, and you see the countdown window with the "Restart Button ", instead press CTRL+ALT+DELETE, then choose to Shut Down and let the system shutdown. Then turn it on.
