    I just rebuilt XP Pro.
When I right click on Start/Program files I am unable to get a context menu from there. If I go to explorer, I can sort, but the action is not saved with a checkmark in the context menu box. Other folders seem to be acting normally.

    http://www.kellys-korner-xp.com/xp_tweaks.htm

Line 56 (right hand side) on that link may have some help for you. I'd say run the disable first and then follow up with the enable.

If not perhaps do a sfc /scannow.

Also, since you are running XP Pro, check your settings for policies and permissions.

Another possibility is that you have disabled drag/drop. Doing so can cause the context menu to disappear. Please read this.
