So I see the touch screen option listed on Vista Premium. Does it work with any monitor or does it require something special?

AFAIK it requires a touch screen monitor.

As well, there is really no problem running a touch screen monitor under XP.

I suspect it is referring in Vista Premium to native support for what are now Windows Media Center features. A touch screen in the Media Center context makes a lot of sense.

But as PeteC mentions, it does require a touch screen monitor. These either use a hidden grid of wires to detect the touch, or LEDs that shine a grid across the surface of the monitor and detect when and where the signal is interrupted.

There would be no way in software to accomplish what essentialy requires additonal and specialized hardware to a monitor to create a touch screen. There used to be a company that would provide an overlay for a non-touch screen monitor to convert it. A google search may find such resources still available.
