Media Center, TV Watching problem.

I have Windows XP Media Center 2005, Version 5.1.2715.2773 (xpsp(wmbla).051011-0745 Update Rollup 2

I am unable to use the TV tuner due to it constantly saying that it is in use by another program. I have exited out of all programs and this is not the case. I am able to remove the hardware and then reinstall it and the tv tuner works for a brief time. dell sent out a repair man to replace the tuner and it still does the same thing. It is very frustrating What can be done?
