I have a computer with an ip of 192.168.2.1 which is ran through a Belkin F5D8230-4 v2. The Belkin router is then ran through a speedstrean 5200(modem). I have the DMZ set for both the modem and the router. When it goes throught the router(with DMZ) its given the new ip 192.168.254.1, thats what the router tells it, and then when it reaches the modem, it then sets it to 170.215.128.83, which is my house ip. I can access my webpages from the ip 192.168.254.1 but i cant with 170.215.128.83. Does anybody have an idea of what is going on?

Your router (and most SOHO class routers) does not support a reverse lookup. In other words, from a private LAN address, you are double-natting to an outside WAN IP that is also your WAN IP and you want to go backwards through that WAN IP, through the Double NAT, to access your web site.

Yes, your isp is filtering port 80, the default port for your www server. Config the server to listen on a different port & use the router port-forwarding to send wan www requests to your server.
