IE7 - Why two Tools buttons?

    Why are there 2 tools buttons? There is one in the Menu Bar toolbar and another in the toolbar on the right side of the Tabs bar (with the gear icon).

    The "gear" tool button has a few (and important) extra features no longer available in the Menu Bar tool button, like manually bringing up history or favorites. And you can't move the gear toolbar. Hmmmmm......:confused:

    The gear bar is the new and improved feature that happens to give you the option to use the old method. The old menu bar can be turn off if needed.

    David Parker--The gear Tools icon can be removed from the Toolbar by right clicking a blank spot on the Toolbar|Customize Command Bar|Add or Remove Commands. Then move Tools from the right box to the left.
    The gear Tools icon does nothing that cannot be done otherwise. For example Work Offline is under File on the Menubar. Full Screen is F11. The other commands are the same as the Tools on the Menubar.
