Without knowing what the file extension is, we have no chance to advise you which program would open it.

PAULDEP--The file extension is the last three (usually) letters of a file's name following the period ". ".
If you do not see such last three (or so) letters, click Windows|Tools|FolderOptions|Advanced tab| to be sure that "Hide extensions..." is not checked.
If you tell us the file extension we can tell you what program will open it as Arie has said.
Or you could right click on the attachment|Open With. Windows will often make a suggestion or two. If you are lucky, the attachment will open. But that is only for that one occasion.
Permanently associating a file type with the program that opens it takes a step or two more, but you do not want to do that until you know what program works.
And, not to complicate matters too much, I would not open an attachment from an email until I had scanned it with an antivirus program.

P.S. This has nothing to do with OE, itself. All files have to have a program associated with them in order to open the file.

Hi Welshjim, I'm B-A-C-K ;) okay this continues to be a problem at times for me. I want to open attachment but when I click on icon (paperclip) it shows box with "Name" in subject line, then eml. but under that sentence it says "Type ", Unknown file type ? I click OPEN but I have no idea which to pick.
Sorry if I keep repeating myself. Also, I ALWAYS do a AV scan of attachment Jim..
    Thanks, Paul

Save the file to your desktop. What is the complete name of it?

PAULDEP--I assume it is only some attachments with which you are having the problem.
What these are are attachments to emails that have been forwarded many times.
Each Forward adds an FW and you cannot open the actual message (with attachment) until you peel away each layer of Forwards by "opening" each one separately. (Like a Russian matruschka doll.) What a nuisance. I usually just delete such messages.
The file you mention is ostensibly (see below) an .eml file. Each layer should open with Outlook Express. Even though you do not use OE, you should be able to peel the layers by right clicking|Open With and choosing OE for each peel.
OE comes with IE, so you should have OE on your PC unless you purposely deleted it.
And beware there could be a worm in there.
    http://filext.com/detaillist.php?extdetail=eml&Search=Search
And the fact that you are told "TYPE:Unknown File Type" is a little suspicious, though I do not know how mail programs other than OE handle misleading file types.
So do scan with AV before starting the peel process (and I repeat the scan after each peel).
If this is happening with all attachments (and not just FW attachments), post back.
