Error, 1607: Unable to install InstallShield Scripting Runtime.

I get this error when tying to install my ATI PCI TV WONDER card.

I have checked all the references on the INTERNET and carefully followed all the suggestions for a cure.

    Can anyone help?

    Missing file

The "msiexec.exe" file is located in three locations on my machine but it does not show up in the Processes. This tells me that it is not running. I went through all the processes in the suggested locations (Had run most prior to composing the original thread).

When I try to install the msicuu2.exe from Microsoft I get the error. 1606 Could not access network location %USERPROFILE%\Recent\.

One part I am not sure about is the "Read only" box. I noticed that I have a green color in this box for some of the files. When I click it the color goes away but when I close and reopen Win Explorer the color comes back. Does the green color mean it is read only?

I have tried all I know about getting the Install file to run but it does not show up where I expect to see it.

    Any thoughts?
