I’m having the same problem of being unable to view display properties like the other member in this thread. (this is the least of my problems) http://windowsbbs.com/showthread.php?t=57741

I attempted to do the "two more tricks" that Bill provided. I tried the fix_display_tabs.reg but got an error about unable to merge/invalid something. (sorry, didn’t write it down) I then did ran the script provided in this link:
    Reregister OLE32
    http://windowsxp.mvps.org/olereg.htm

I shut the pc down yesterday and went home. This morning when I launch IE I get this error:

Also, if try to open an email in Outlook 2003 that is HTML/Rich Text I get this error:

(I can send and receive plain text messages in outlook)
The accounting software I support uses .html files to display images. The software brings up blank pages in IE when it should display icon type images.

I’ve tried SFC /Scannow but no joy.
I’ve re-registered several dll files associated with IE.
I tried a detect and repair and a repair install of Office 2003 Pro. Adding to my problems, I’m getting an error about one of the cab files on the cd not being found even though I can see it in Explorer.

This article sure looks like a match. I called MS to get the hotfix but they said XP Pro with SP2 already had it included...
Error message: "Internet Explorer cannot download a file "
    http://support.microsoft.com/kb/816868/en-us

    Any help would be appreciated.

Looks like my error message didn't come out so well.

    The IE error says:
Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found.

    The Outlook Error says:
Can't open this item. The text formatting command is not available. It may not be installed correctly. Please install Outlook again.

If you repair your Winsock service stack, does it help the IE issue?

    Start, Run, cmd

    netsh winsock reset

Wait for the prompt to restart. Restart your computer and test.

I must admit though I would do a repair reinstall at this point.

    No joy...
I had to set my home page to use blank. Depending on the site, I either get the error mentioned or a pure white blank page...Internet tools doesn't work from within IE. But does work within control pannel...

Actually got Office 2003 to do a repair install and got Outlook to do a repair but no joy...

Repair install of XP is starting to sound real good.
I do have a two month old image on another drive....
