Outlook 2003 16 duplicates

Every time a new e-mail message comes in over POP into an Exchange mbox using Outlook 2003 it creates it 16 times. This only happens on 1 pop account. The e-mails are downloaded local then onto exchange, no pop connector used.
I can remove them i just want it to stop duplicating them. I tried disabling all the rules but that did not work.
Any suggestions.

5. Using Anti-Virus Software

 

I figured out the problem. Some one had setup a forward to this address at the hosting level. However this address was already forwarding to the one that was forwarding back. The hosting company only allows this loop to iterate 16 times that is why we got 16 and only 16 messages.
