keyboard shortcut keys

dear sir,
my o/s is-
winxp pro 2003(build 2600)

i wanna creat shortkey for two functions- 1. refresh and 2. new folder

please guide how to do that.

 

to refresh= F5 key
new folder= Alt+F>Enter>Enter

 

is there no way to create a key directly for new folder e.g. just like ctr+alt+F

(It is interesting that neither indicates Alt+F, though Control+O (which is faster is mentioned.)
In the case of New Window, further shortcutting would not be too practical, since you still have to tell Windows/IE what page to open in the new window. I suppose someone has written a code for that, but it would have to be written for each such page.
