Changing Picture Data Size

I an old windows user but new to picture utilities. I have a JPEG picture that is 376kb in data. However, I need to have a picture of only 30kb for a task I am doing. Is it possible to change the picture in such a way as to make the data file smaller and if so what microsoft utility that is compatable with windows 98 should I get that could actually preform the operation? Or do I need to use a different picture?

 

The best freeware graphic viewer on the Web is Irfanview. In addition to resizing, it shows thumbnails, slide shows, creates screensavers and much more.

Open Paint. Click edit. Paste from. Select file type jpeg. open your file. Save file as jpeg. Should be heaps smaller.

 

Do you want to change the actual size of the picture, or just the filesize?
Reducing the image size will reduce the filesize, and with a jpg you can also reduce the filesize by reducing the image quality, but you will notice the difference - that's a hell of a size reduction you're after.
