Restoring password manager.

Windows has a function that allows you to save login information. This function can be turned off and apparently was by me. I'd like to turn it back on so that I can capture login information. Suggestions? Thanks.

 

I may not have described it well. When Windows is newly installed and you log onto a website, a popup appears that asks you if you want to save the login information. It appears every time you log into a new site. You click yes and it saves the login and password so you don't have to do it next time. There is a check box that allows you to shut off the function. I want to turn it back on.
