I have had lots of popups trying to make me buy antivirus software and popups linking to dating sites
the program atmclk.exe is behind one of the popups that appears in the taskbar.
I've found that a program called smss.exe is behind all of these popups
Using a program called process explorer that can be downloaded from here
    http://www.sysinternals.com/Utilities/ProcessExplorer.html
at the bottom of the page
Then once installed if you run the program then find the process smss.exe its somewhere near the top right click on it then click debug click yes on the conformation message that comes up.
the programs such as atmclk.exe still try to run but they are always terminated before they can annoy you.

    That should solve your problem

Another thing if you do that the computer will have to work in the background so if you have a different cursor for normal and working in background it will get very hard on your eyes because it will keep flickering every couple of seconds.
So i recomend changing your cursor to the same thing for normal and working in background.

You are likely infected with SpyFalcon, a variant of SmithFraud trojan. Best to just clean your system of SpyFalcon entirely else your suggested solutions will eventual fail.
    Remove SpyFalcon:
    http://www.2-spyware.com/remove-spyfalcon.html

SMSS.EXE is a native Windows application called Windows Session Manager Subsystem.

"...responsible for starting the user session. This process is initiated by the system thread and is responsible for various activities, including launching the Winlogon and Win32 (Csrss.exe) processes and setting system variables. After it has launched these processes, it waits for either Winlogon or Csrss to end. If this happens "normally," the system shuts down; if it happens unexpectedly, Smss.exe causes the system to stop responding (hang).

The smss.exe file is located in the C:\Windows\System32 folder. In other cases, smss.exe is a virus, spyware, trojan or worm. "
