system 32 problem

I have posted this before but can not find it to review.My computer is starting up but as soon as I log on to my personal settings,I get this message.
Crograms~1/MYWEBS~1bar/1.bin/F3SCRCTR.DLL
and another window pops up behind it saying not to delete system 32,which I would not do because I do not delete anything,my husband does those things,haha.We have tried defragmenting and restarting from an earlier date.Niether has worked.Please help.Thank you.

 

There are reports that F3SCRCTR.DLL is malware. Smileycentral.com is one of the websites pushing the file.
