We run Windows 98 SE and are getting the message: a required DLL file, C\windows\system\urlmon.DLL was not found when we start the computer. Outlook Express won't work nor will Explorer. How can I fix this problem? I have the original CD. Can I simply re-install Windows 98 from it or do I have to remove it and reinstall it?
Thanks for any help you can give me.

Try going to Start > Run and type regsvr32 urlmon.dll and press the Enter key.

You will need to reinstall Internet Explorer to get the correct version of that file back.
Now how to you do that when you cannot get online with it? You can get online with one computer anyway, go to this link.

At first you will get a small file to download and run. Look at the window for that button labeled "Advanced ", then choose Custom Install. Choose to download and install later. Then burn the entire folder to a CD, and install from there.
