Trouble opening a downloaded file

    I am at wits end and need help urgently please. I am trying to open a file I've downloaded from the internet. The file is working.. ( I had a friend downloading it and it worked for him)

    We both use WindowsXP professional.

    Description of the file: PackageForTheWeb Stub (it is a plugin for PSP)

    When I run the file, it starts reading the package and extracting it, then comes up with the following message:
    Unable to Execute:
    C:\DOCUME~1\JamilahC\LOCALS~1\Temp\pw2C~tmp\SETUP.EXE/SMS

    When I click OK, it says
    Unable to execute the specified command line

    I had this program on my computer before and it worked, but I had my HD reformatted and lost it.

    I am sure it is not the file, I've had it checked.

    I also reinstalled windows. There I am not an expert, I don't know if it did any good reinstalling windows without formatting first.

    We wanted to try remote assitance, but that caused another problem:(

    My friend can't access my computer, although I can get into his. We checked settings and firewall settings, couldn't find anything wrong.

    I will appreciate any help....

    Did you try installing in Administrator login?

    Yes I did.. I don't think there is anything I didn't try, lol

    Sounds like the target program needs reinstallation. What is it? Paintshop? Play Station? etc. ?

    It is a Paintshop Pro plugin.

    disk clean up and chkdsk and then purge the temp files and re-down it. eg - the disk can be corrupt and so can the download. fix both and try.

    Also check the versions (of psp and the plugin); PSP is up to 9 and versions need to match up in many cases. But as above, sounds llike the download is broken.
